Most awards you’ll see around are based on generosity with your comments and maintaining a particular average. Certain rarer awards are for good writing, or community spririt (helping people and stuff like that). As far as I know there is no official way to nominate anyone, I suppose you could leave a message with the boss.
You don’t apply, just sit back read, write and see what happens.
