I haven’t tried this out myself yet (i will be the end of the weekend) but since it’s from Rutgers it’s probably pretty good. Hope this is helpful.

 Message  Before going to editors I would advise any beginning writer to read,THE PRACTICAL WRITER BY Therese Eiben and Mary Gannon with the staff of POETS & WRITERS Magazine. Published by Penquin Books. Retails for $14.00. I got mine at a book sale for $4.99 At the end of book there are addresses of publishers.

 Message  they’ll consider poetry that’s submitted for publication in their journals. after workshopping we should have enough feedback from other writers to work out the kinks before editors see our peoms, so -- in theory -- there’s a better chance of publication.
