I always give kind of short comments, and that is why my generosity is not as good as I’d like it to be.... any suggestions on fixing my "commenter’s block"??

You are not alone, I have the same trouble now and then and I have a set of unwritten criteria that I follow which helps.
Do you like it enough to comment on. No point just ripping something up for the sake of it or blowing air up peoples arse, at the end of the day your % may be high but no one has benefited by it, so don’t feel obliged.
Find what you didn’t like or what bothered you and suggest how you might have done it or a certain line of thinking the writer may not have thought about. This may seem a little cheeky but I find most (myself included) appreciate the input.
Do the words work sometimes people slip between past and future tense and such like without realising, or use a complex or rare word for the sake of it when a simpler one would better suit.
If you like it but don’t get it, ask. nothing worse than someone prattling on for ages but avoiding the meat of the subject because they don’t really get it.
If you think you do understand tell the writer what emotion you feel and what sort of story you think they’re telling, (it’s intresting to see what others take away from your work even if it’s a little off what you’re aiming for and if you feel it necasary you can adjust your stuff acordingly)
Spelling and grammar, obviously
See what some one else as written and try to build on it if you agree or not if you’re stuck.
I always like to end on a high note if I’ve had some not so good things to say, I don’t know it’s just nice.
Sorry if I’m teaching you to suck eggs it’s pretty basic stuff, but that’s what I do and I find If I follow a couple of them then it leads to other things etc, etc. Anyways my comments have come on considerably (or at least i think they have) in the 90 odd days I’ve been here. Hope this helps.
Oh and of course there is that little list below the comment box as a fail safe.
