Texas has figured out that incarceration is a very big business that can be brought into even the most backwards areas to provide employment and cash flow. It is now often that prisons are run as "for profit" corporations rather than being run by State or local governments.
Texas and other States often "house" criminals from other States for a fee. This was recently brought to light when some convicts from Missouri being held in Texas "got out of line" and had the dogs turned loose on them.
For enlightenment do a web search on these:

A record of the private ownerships involved with the running of corporate owned prisons could prove to be very enlightening around election time.

I’m glad you think Texas has it together, Ron. But I found some disturbing information at http://www.cjcj.org/pubs/texas/texaspr.html (which is the website for the Center on Juvenile and Criminal Justice):
In 2000, Texas earned the distinction of having the largest prison population in the country (163,190), surpassing the prison population of California (163,067), which has 13 million more citizens than Texas. The Lone Star State has more than 700,000 of its citizens under criminal justice control.
If Texas were a country, it would have the highest incarceration rate in the world, easily surpassing the United States and Russia, the next two finishers, and seven times that of the next biggest prison system in China.
Despite adding more than 100,000 prisoners this decade, Texas’ crime rate has declined more slowly than other large states. Between 1995 and 1998 the percentage drop in the overall number of index crimes in Texas was half the percentage drop in the number of index crimes nationally, and the lowest of the five largest states.The Texas crime rate also experienced a slightly lower percentage decline than the national average, and was the lowest among the five largest states.
There are 89,400 people being incarcerated in Texas for non-violent crimes. Standing alone amongst the states, Texas’ non-violent prison population represents the second largest incarcerated population in the country (after California), and is larger than the entire prisoner population (violent, and nonviolent) of the United Kingdom-a country of 60 million people, or New York, the nation’s third largest state.
Now, if tougher laws on crime are working, why isn’t the rate declining? If Texas has it figured out, why is that one out of every 5 new prisoners added nationally during the 1990s were added in Texas?
If the tougher laws are working so well, why is it that one out of 20 adult Texans are under criminal justice control?

Texas has some vert strenulous laws for crime which I believe every state should and its more of a warning to a potential criminal if you disobey the law in Texas you are going to pay the price
It works to as Texas is a very big state and they have nowhere near the amount of crime commited per person as does say New York or California
