"Outside time all is now" means that to remove the artificial divisions between past, present, and future created by the limitations of language is to experience all moments in existance simultaneously and perpetually within a non-moment where change and movement are purely a redirection of focus and intent rather than manipulating or transversing space, which leads to my next line which ties into it. Outside space all is here, meaning that to step outside the misconception of there being a division between here and there allows you to experience a state of contracted awareness wherein all points in the infinite expanse of the multiverse converge at a single non-point outside time. Therefore there can be no "there" because everything relating to space is "here" and every moment in all timelines is occurring "now," so it's kind of like curving back behind the bends and folds in energy that form matter to the point where positive and negative cease to exist, where all opposites unite and all boundaries are undone, in a state of pre-energy/pre-form. And all will soar within the light refers to transcending mortality and entering a shifting, beautiful, dream-like state where you swim in a sea of brilliance as nothing more than a sense of self-awareness within an infinite vastness of indescribably beauty that seems to flow into, out of, and all around you for what seems like an eternity before even that fades away and you are the stillness.
