And did those feet in ancient time
Walk upon England's mountains green?
And was the holy Lamb of God
On England's pleasant pastures seen?

And did the Countenance Divine
Shine forth upon our clouded hills?
And was Jerusalem builded here
Among these dark satanic mills?

Bring me my bow of burning gold!
Bring me my arrows of desire!
Bring me my spear! O clouds, unfold!
Bring me my chariot of fire!

I will not cease from mental fight,
Nor shall my sword sleep in my hand,
Till we have built Jerusalem
In England's green and pleasant land.

This song seems bent on the idea that England was never a holy place. "And did the holy Lamb of God/Walk upon England's mountains green?" As any person ever to have read the bible, no, England was never touched by Jesus. Furthermore, "Among these dark satanic mills" represents the greed and anger that has come to England as a way of life.
However, the speaker is not just attacking England. The third and fourth stanzas are all about fighting to destroy the old ways. No more obsessions with money, fighting with true desire and weapons from the heaven. Not literally, but metaphorically, he is attacking England! "'Till we have built Jerusalem/ In England's green and pleasant land." signifies the idea of putting religion on place of the hatred that preceded it.
To make England a holy land- the meaning of this song.
